Weird…

Pigment is fine, but it’s the way this polish layers that I have a problem with. I applied one thin coat, let it dry and went to apply a top coat. (Same brand) The top coat picked up the polish underneath. I have this issue every single time I use this polish. Doesn’t matter what I put on top.
